National Medical Council addresses various issues regarding FMGs in its latest release

On 7th December 2023, the Under Graduate Medical Education Board of the National Medical Council issued comprehensive guidelines primarily focussing on providing clarification and resolving issues concerning FMGs superseding the previous notice dated 22.11.2023.

1. Issues related to FMGs from Ukraine

  • FMGs who had a break in their final year

    FMGs who had a break in their final year and returned to India owing to the COVID-19 Pandemic or war outbreak will have to undergo 1 year of mandatory clerkship in India to compensate for deficiencies in their training. The Indian Medical Institutes can charge a clerkship fee up to Rs. 5000/- per month.

  • FMGs who had a break in their penultimate year

    Similarly, students who had a break in their penultimate year must have to undergo 2 years of mandatory clinical clerkship in India. They are eligible to receive stipends equivalent to the Indian Medical Graduates.

2. Allowing FMGs from Ukraine to continue their graduation in Different Countries (Except India)

FMGs who joined the medical course before 18th November 2021, and have returned from Ukraine pertaining to the COVID-19 Pandemic or war, are now allowed to transfer to any country except India to complete their medical education. This migration permission is specific to students who returned to India by 31st March 2022.

3. Issues related to recognition of BS Course

Students admitted to the BS course in any foreign medical institute at the time of publication of FMGL Regulation 2021 will be governed based on old Screening Test Regulation, 2002. These students must undergo an additional one-year internship as per CRMI Regulation, 2021.

4. Internship of FMGs at Indian Institute

7.5% of seats are reserved for internship or clinical clerkships in the old medical colleges, whereas, in new medical institutes, 100% of seats are set aside for the same. The specified number of seats will be decided jointly by the State Medical Councils and State Directors of Medical Education

5. Issue of Eligibility Certificate (EC) to FMGs

Students who have commenced their medical education in any foreign medical institute before the academic years 2018-19 and 2019-20 and didn’t qualify for NEET-UG 2018 & 2019 are now allowed to continue their MBBS or any equivalent course but are subjected to receiving an eligibility certificate from the National Medical Council under Section 13(4b) of the IMC Act, 1956.

Students, in order to receive their Eligibility Certificate, are required to submit their admission records from their pre-medical course as well as travel details including leaving and returning to India details.

This is a one-time exemption for the students who left India for their medical course in the academic year 2018 & 2019. Moreover, these students are exempted from the NEET-UG 2018 & 2019 requirements as per the new amendment dated 1.08.2018 to the Screening Test Regulations, 2002, and eligibility requirement for taking admission in an Under Graduate Medical Course in a Foreign Medical Institution Regulation, 2002.

Capping of Time Limit to Qualify FMG Examination

All Foreign Medical Graduates must complete their internship within 10 years of joining their Foreign Medical Institutes to receive qualifications equivalent to the MBBS course in India.

These guidelines primarily aim to address various challenges faced by Foreign Medical Graduates and to ensure a smooth process for their education and practice in India.
