The Union Cabinet on Wednesday, July 17th, 2019 cleared the bill to establish the National Medical Council (NMC), which will have the responsibility of approving and assessing medical institutions and regulating fees course. Apart from all this, NMC will also be responsible for conducting common MBBS Entrance and Exit examination.
According to the Bill, National Medical Council will replace the Medical Council of India, which was dissolved in the year 2010 due to the following corruption charges on it.
As per NMC Bill, the final year of MBBS Exam will now be known as the National Exit Test (NEXT) through which medical graduates will seek admission in post-graduate medical courses and will get the license to practice in India. This Exam will also act as a screening test for foreign Medical Graduates.
National medical institutes such as All India Institute of Medical Sciences (AIIMS) will still follow NEET (National Eligibility cum Entrance Test), common counseling and NEXT to ensure uniform standards in the sector of medical education in the country.
The Bill was first presented in the year 2017 and with the dissolution of Lok Sabha, the bill got lapsed. But now the bill will be tabled again in the ongoing session.
As mentioned above, NMC will be responsible for regulating fees and will be in charge of 50% of seats in deemed universities and private medical institutes. There will be a rating board known as the Medical Assessment and Rating Board (MARB) under NMC who will be responsible for the assessment of medical colleges and will develop a system for ranking them.
MARB will permit new medical colleges to start PG courses ad increase seats based on the standards set by the UG and PG Boards.
All these measures will ensure the transparent process of admission and will also bring down the admission fees.
