The New NMC Act will improve medical education, says Union Health Minister. Despite several protests by Indian doctors, The union Health Minister, Dr. Harsh Vardhan says that the recent ratification of NMC Act, 2019 will prove to provide a medical education system that will improvise access to the quality and affordability of medical education and ensure the availability of eligible medicos in each and every part of the country.
Currently in India, the fee for medical education ranges around ? 10,000 to? 45 lakh a year. How will this get standardized? Why will the private MBBS colleges agree to cut their fees?
The complete idea of the National Medical Commission Act is to bring about standardization and correct governance as directed by our leader Prime Minister.
In this context then, the National Medical Commission Act states that the fee of the State government MBBS colleges will continue to be regulated by their own States.
The guidelines for determination of fee and all other charges for 50% seats of private medical colleges and deemed universities will be made by the Commission. The guidelines made will be statutory in nature and binding on the private medical colleges and deemed universities.
This will allow objective, periodic and transparent assessment of medical institutions and facilitate maintenance of a medical register for India and enforce high ethical standards in all aspects of medical services.
We are also bringing in an effective grievance redressed mechanism.
How will the medical school ranking system work?
The NMC Act has just been notified and this activity will be taken up. The Medical Assessment and Rating Board under the Commission will develop the system for the ranking of the medical colleges and which will be duly specified in the regulations. The performance of the students in the National Exit Test (NEXT) would be one of the criteria for the rating of medical colleges.
How will the NMC help the MBBS students who have graduated from foreign medical colleges?
The National Exit Test (NEXT) will be the basis for a grant of license to practice medicine in the country. There shall be equal treatment for both foreign MBBS graduates and Indian MBBS graduates. We also expect under the new legislation, due to the simplification of procedures, a spurt in the number of medical seats, increasing the opportunity for medical students in India.
Is there a great pay difference between foreign and Indian medical graduates in government and private hospitals?
I need to clarify this. The pay and allowances for the doctors in the government medical colleges/hospitals are decided by the respective State government and for private medical colleges/hospitals, the same is decided by the employer. My Ministry i.e. the Central government does not have any role in the determination of pay of doctors. Ideally, there should be no payment difference between foreign and Indian MBBS graduates once they get permanent registration with a State Medical Council and earn the right to practice in India.
The technical committee of the Medical Council of India has cleared the decks for six new government medical colleges in Tamil Nadu. If the empowered committee of the council gives the final Yes , the state will be able to increase at least 900 MBBS seats into the commencing year 2020 admissions. The Healthy Minister C. Vijayabaskar quoted: This will take the total number of seats in government medical colleges of Tamil Nadu to 4,150.
Last Friday, the Tamil Nadu state health department issued an order for the allotment of land to medical colleges in Ramanathapuram, Virudhunagar, Dindigul, Nilgiris, and Namakkal. NEET-UG has replaced AIIMS MBBS & JIPMER MBBS entrance exams from the year 2020.
Starting from the initial year 2020. All the students who wish to pursue Medical from any of the AIIMS Institute of the country have to appear for the National Eligibility cum Entrance Examination. Our Union Health Minister Dr. Harsh Vardhan, quoted on October 4, that there will be only one Entrance Examination conducted for all the medical seats of all the medical colleges the nation, and that would be NEET. They have canceled all the other separate Entrance Examinations like AIIMS & JIPMER respectively.
Students aspiring for AIIMS have realigned their strategy according to the NEET examination. While they have to put in some fewer efforts as they have to prepare only for one examination. For sure the competition has increased in numbers and ranks. This would surely affect the cut-off marks.
AIIMS examination was a computer-based test whereas NEET would remain be pen-paper based examination. The previous exam pattern of NEET was OMR- based so, there is a high percentage of NEET-UG 2020 to also be OMR-based exam with a duration of 3 hours. There would be three sections of paper- Physics, Chemistry, & Biology. The Biology segment will be divided into two subcategories- Zoology & Botany. There would be a total of 180 questions. The biology section will contain 90 questions. 45- 45 divided into its two subcategories i.e. Botany & Zoology.
The entrance examination of AIIMS 2019 was conducted in computer-based mode. The total duration of the examination was of 3 hours & 30 minutes. There were also five sections of the question paper i.e. Physics, Biology, & Chemistry, General Knowledge, Aptitude, & Logical Thinking. The Physics, Chemistry, and Biology section had 60 questions and the other three sections had 10-10 questions each.
The advantage that NEET 2020 will give AIIMS aspiring students is they would not need to study extra sections of General Knowledge, Aptitude, & Logical Thinking. The total no. of questions in the Biology section of NEET entrance exam question paper is more in numbers than AIIMS. The entrance exam of AIIMS was only conducted in English and Hindi medium whereas the National Eligibility cum Entrance Examination is conducted in Hindi, English, Assamese, Bengali, Kannada, Marathi, Gujarati, Tamil, Odia, Urdu, & Telugu.
Plea in Supreme Court challenges the validity of NEET for MBBS abroad
Seeking relief from the directive that all MBBS aspiring students have to qualify National Eligibility cum Entrance Test 9 NEET 2019) even to get admission in MBBS Program abroad, Some abroad MBBS Aspirants have filed a petition in the supreme court against this directive.
A group of Foreign Medical Aspirants backed by All Indian Foreign Medical Graduates Association (AIFMGA) sought the apex court to pass directives to declare and to hold that Act 39 of 2016, provision of section 10D of the Indian Medical Council Act is not applicable for taking admission to the abroad medical universities.
All the petitioners urged the Supreme Court to hold that the notification dated 1st March 2018 issued to carry out amendments to introduce regulation 2A to the Screening Test Regulation 2002. r/w amendments to introduce regulation 8 [iv] to the eligibility requirements for getting admitted to an undergraduate medical course in any abroads Medical Institute Regulation 2002 is illegal, ultra vires, unconstitutional and tenable in the eyes of law.
